Susan Rose

Susan is the Senior Director of Insights and Content for the Government Business Council. Every day she “gets to use research” to help tell the stories impacting government most — and share solutions. She leads a team of talented industry analysts who love nothing more than translating data into actionable insights.

Previously, she owned Rosebud Communications where she specialized in thought leadership. She partnered with Market Connections for ten years to create content. She is an award-winning copywriter and content marketer with a B.S. in Journalism and an M.S. in Urban and Environmental Policy. She has worked in the private and public sectors leading result-focused communications campaigns.

Emily Wolfteich

Emily is a Senior Industry Analyst specializing in topics to do with state and local government, healthcare, and diversity and equity issues. For the past few years, Emily has worked with stakeholders across both the private and public sectors to hone in on the issues and solutions that help government agencies achieve their missions and reach their constituents effectively and efficiently. 

Previously, Emily worked in the international development sector for six years, where her research and analysis supported nonprofits, think tanks, and intergovernmental organizations based in Europe and Africa. She received her B.A. in French and History from the College of William & Mary, and her MSc in Development Practice from Trinity College Dublin in Ireland. 

Chelsea Jarosh

Chelsea Jarosh is an Industry Analyst for the Government Business Council specializing in topics within the federal government sector. She creates research-based reports, blogs and articles designed to inform the public sector about important trends, particularly regarding procurement and contracting trends that impact federal, state and local defense agencies.

Chelsea spent five years at CJIS, a portfolio platform of GovExec. There she tracked state and local technology procurements from the preliminary stages up until the contract execution phase. In that role, she focused heavily on conversing and collaborating with key state and local decision-makers about their agencies’ near future needs and deciphering how they would acquire those solution(s). She also analyzed and reported on market technology trends and grant allocations.

She received her B.S. in Criminology at Florida State University in Tallahassee, FL.
